The salary range indicated in this announcement is based on the Employee/Employer retirement compensation schedule. An employer-only option is available at a reduced salary range. Generally, salaries start at the lowest level of a step 1 and increase with each year of service to the highest level of a step 10.

Under the general supervision of the Administrative Services Officer II, the Conservation Staff Specialist II, on a statewide basis, establishes goals and guidelines to allow for the efficient and optimum performance and collection of revenue and assists with real property acquisition and disposal. Acts as the division's contract monitor and as such must be knowledgeable in all aspects of the contract process and be the primary source for all contract procedures.
The program duties include: reviewing Requests for Proposals (RPF) when the division advertises for consultant and or professional contract services; developing RFP's, reviewing application and supporting documentation from those wishing to establish concessions in parks including meeting with the applicant and conducting on-site reviews of the applicants proposal and negotiate terms to determine whether or not the leases or contracts should be supported; resolving any complaints or contract compliance problems based on performance, financial and administrative requirements; and, preparing accurate and current records of all payments transactions and quarterly reports for the division administration; reviewing all contracts, agreements, park permits and leases for proper content and format. The Conservation Staff Specialist II is responsible for ensuring the contract process is ethical and that all rules and regulations are being followed; insuring that all the required documentation is properly filled out and submitted and all deadlines are met. The Conservations Staff Specialist II must track and maintain a log book on all contracts, permits and agreements from submittal to final approval.
In addition, the Conservation Staff Specialist shall on request conduct research, planning and gather public input that is necessary to develop special reports and documents. Assist on legislative matters, such as conducting legislative bill analysis; determine the fiscal impact on the division as a result of legislation, and prepare and give testimony before various committees of the legislative and administrative branches of government.
It is imperative the person filling this position have excellent organization and communication skills as well as the desire and ability to work closely with division personnel to effectively administer this program.
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in biology, ecology, natural resource management, forestry, parks management, fire management or related field and three years of journey level professional experience in a relevant resource management field that included assisting in developing, formulating, and coordinating programs, policies and procedures; coordinating special grant programs and/or contracts; and coordinating training programs; OR an equivalent combination of education and experience.
Special Notes
Incumbent is required to obtain and maintain certification as an Agency Certified Contract Monitor.
Special Requirements
A valid driver's license is required at the time of appointment and as a condition of continued employment.
Additional Position Criteria
Must be willing to travel 15% of the time.

Exam Type: Training and Experience Evaluation
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience.
