The Position
Under general supervision, conservation Staff Specialist II's, on a statewide basis, develop, formulate, and coordinate Statewide programs, policies and procedures related to areas such as resource management, safety and training, fire management and policy management pertinent to the assigned area of natural resource management, preservation, conservation and protection. This class is distinguished from the Conservation Staff Specialist I by the broader scope of responsibility and additional experience required to coordinate the assigned statewide programs.
This particular position manages the Recreational Trails Program (RTP) in accordance with the Federal Highway Administration (FHWA) Guidelines. The position is under the direction and supervision of the Parks and Recreation Program Manager. The program encompasses planning, construction and maintenance of outdoor recreation trails and related facilities, including both motorized and non-motorized trails, as well as educational projects. The program duties include developing and processing grant applications to the FHWA and coordination with the Nevada Department of Transportation on the federal program. It also includes administration and management of pass-through grants to local entities. The position develops updates and distributes Nevada's RTP Application Packet and RTP Grants Manual annually. The position will also develop and update the State Trails plan every 5 years and assist with other statewide planning processes concerning trails. This program is currently receiving over 1 million dollars in funding per year, over 20 funding applications per year, and can have a range of 30 to 60+ active grants at any one time. The position will conduct inspections to determine compliance with project agreements; provides technical assistance for application procedures and eligibility requirements to potential applicants; provides technical assistance in planning, layout/design and construction; develops, coordinates and conducts public workshops and trails training; coordinates and facilitates the actions of the Ad Hoc Nevada State Recreational Trails Advisory Committee. This position also represents the Division of State Parks while providing interagency coordination for statewide trails issues, with local, state and federal agencies.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in biology, ecology, natural resource management, forestry, parks management, fire management or related field and three years of journey level professional experience in a relevant resource management field that included assisting in developing, formulating, and coordinating programs, policies and procedures; coordinating special grant programs and/or contracts; and coordinating training programs; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license is required at the time of appointment and as a condition of continued employment.
Additional Position Criteria
    This position requires up to 40% travel statewide to rural and remote areas.
    This position requires strenuous hiking in some instances in order to inspect trails in backcountry areas.
The Examination

Exam Type: Training and Experience Evaluation

The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. 5) Describe your experience, including number of years, working with the following: A) private landowners; B) volunteers; C) public agencies; D) non-profit organizations; E) general public.
6) Describe the training you have received or formally conducted within the last five years in the following areas: A) Geographic Information System (GIS); B) Natural Resource Management; C) Databases; D) Trail design and construction.
