The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
This position serves as a Management Analyst I, Office Manager, for the Nevada Division of Natural Heritage (NDNH) within the Department of Conservation and Natural Resources (DCNR). Principal duties will include collaborating with the Administrator and DCNR Director's Office to meet fiscal, logistical, and administrative needs of the agency. Fiscal duties include ensuring that the Division's accounting is current, monitored regularly, and compliant, the Budget Tracking System is kept current and balanced, billing and invoices are completed, and that fiscal components of the agency's grants and contracts are drafted, monitored and managed effectively. This position will also provide support and review for the biennial budget build. Logistical duties include completing requisitions for equipment and supplies, managing maintenance and contracts for office equipment, processing travel authorizations and making reservations, and scheduling repairs and maintenance for agency vehicles. Administrative duties include managing the front office and completing annual inventory, completing payroll duties, internal controls including transaction testing and biennial report requirements, as well as serving as the Division Safety Coordinator, Certified Contract Manager, Language Access Plan Coordinator, and Diversity and Inclusion Liaison. The Management Analyst I may also be responsible for other duties as assigned.
This is a full-time, in person position based out of the NDNH office in Carson City, Nevada, with no option of teleworking. Flexible scheduling within the Mon-Friday work week may be considered with supervisor approval. Up to 25% travel required. A valid driver's license is required at the time of hire and as a condition of continuing employment.

Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and one year of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years of experience as an Accountant Technician I or Tax Examiner II in Nevada State service; OR one year of experience as an Accountant Technician II or Fiscal/Business Professional Trainee III in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.
Additional Position Criteria
Understanding of the principles of accounting and budgeting, and experience applying those principles to manage complex budgets effectively and efficiently.
Experience with using Microsoft Office products and State of Nevada accounting, purchasing, contract management, and budgeting systems including DAWN, Advantage, NVEpro, NEBS, and CETS.
Experience with technical fiscal writing and communication, including ability to write clear and concise justifications, reports and recommendations and ability to communicate clearly and courteously with people of varying backgrounds.
A valid driver's license is required at the time of hire and as a condition of continuing employment.
