The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
Within the Division of Nevada Medicaid, Long Term Services and Supports (LTSS) Unit, located in the Reno Medicaid Office. The incumbent serves as a Management Analyst for the Behaviorally Complex Care Program (BCCP), with primary responsibility for managing the Quality Incentive Payment (QIP) for nursing facilities serving residents with significant behavioral health needs. This role manages the design, implementation, and evaluation of the BCCP and supports related policy, data, and operational functions. Core duties include analyzing Medicaid claims and quality data using MMIS, Data Warehouse, and DSS; working with facilities and other internal stakeholders to validate performance data and calculate incentive payments; and preparing program, fiscal, and quality reports.The position also contributes to Medicaid Services Manual (MSM) revisions and State Plan Amendments (SPAs), supports audits and compliance reviews, and assists with policy and system improvements that advance the overall goals of the BCCP.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.
Additional Position Criteria
    This recruitment is only open to current classified employees in state service with at least six months of continuous, full-time equivalent service.
