Generally, salaries start at the lowest level of a step 1 and increase with each year of service to the highest level of a step 10.

The Position
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position will be located in the Unemployment Insurance Support Services (UISS) section of the Department of Employment, Training and Rehabilitation in Carson City or Las Vegas. The incumbent will monitor and improve Unemployment Insurance (UI) Program performance by providing training to staff and preparing, maintaining, and disseminating written policy and procedures. They will formulate policy, develop procedures, and issue program directives regarding the UI Program and ensure compliance with laws, regulations, policies, procedures, and department directives. The incumbent will be responsible for developing the annual State Quality Plan (SQSP) required by the U.S. Department of Labor (USDOL) and drafting state or federal progress reports, evaluating program effectiveness and developing quarterly corrective action plans for USDOL performance measures not met, and responding to changes in the UI Program required by state and federal laws, technological enhancements, or dramatic changes in workload. The incumbent will be responsible for timely development or changes in business practices, procedures, and policies in response to environmental changes, supporting and enforcing Department prohibitions and penalties, personnel policies, and all appropriate Department directives. As the Chief of UISS, this position will ensure timely submittal of employee evaluations and personnel action when appropriate, promote, instill, and ensure a statewide standard of excellence in customer service that resolves complaints at the lowest level possible. They will also draft replies to customer complaints on behalf of the Governor, Director and Administrator as directed.
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration or other relevant field and four years of progressively responsible professional and supervisory experience which included managing diverse programs; supervising subordinate professional staff providing a variety of program support or services; interpreting and applying technical and legal documents and complex rules, regulations, policies and federal guidelines; analyzing complex information, problems and circumstances and developing solutions and effective courses of action; applying quality control techniques and methods to develop and direct program policy and procedure reviews; coordinating the development or implementation of new services and procedures; and establishing and maintaining working relationships with agency management, government officials and professionals in the community to improve or expand services; OR an equivalent combination of education and experience as described above.
