The Position
Budget Analysts prepare and implement budgets including the development of expenditure projections, narrative justification of programs, and detailed biennial spending plans; review and analyze budget requests and adjustments; and ensure compliance with budgetary directives, policies, regulations and limitations.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
The Budget Analyst II position within the Nevada Division of Environmental Protection (NDEP), Bureau of Administrative Services, Office of Fiscal Management, is based in Carson City and may require up to 10% travel. The incumbent will be responsible for a broad range of complex fiscal and budgetary functions. Key responsibilities include oversight of multiple complex budget units; preparation and management of assigned budgets; account reconciliation; accounting; auditing; fiscal forecasting; and grant management, including draw completion and federal reporting. Additional duties involve developing expenditure projections, drafting narrative justifications for programs, preparing detailed biennial spending plans, and reviewing and analyzing budget requests and adjustments. The incumbent ensures compliance with applicable budgetary directives, policies, regulations, and limitations, and contributes to the development and review of work programs for submission to the Administrative Services Officer III for Division approval. This position requires advanced knowledge and proficiency in budget and fiscal management. The incumbent is expected to work independently, provide guidance and training to others, and serve as a liaison between NDEP Bureaus, Division Administration, and external agencies such as the Executive Budget Office and the Legislative Counsel Bureau on all assigned budget matters. ***THIS RECRUITMENT MAY CLOSE WITHOUT FURTHER NOTICE DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, economics, or closely related field and three years of professional budgeting, accounting, economic or management analysis and projection, staff analyst or auditing experience, one year of which was equivalent to a Budget Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.
