The Position
Classes in this series serve as line department personnel function officers. Incumbents in this series plan, organize and administer a comprehensive personnel services program including employee relations, selection, classification coordination, position control, evaluation, training, payroll and other related areas. Personnel Officers supervise the work of other personnel staff.
The Nevada Health Authority is recruiting for a Personnel Officer II that will work out of the Carson City or Reno offices. This position serves as the senior human resources professional for the Department and is responsible for planning, organizing, and administering a comprehensive human resources program. The incumbent will oversee activities including employee relations, recruitment and selection, classification coordination, position control, evaluation, payroll, and related functions. The incumbent directs the work of professional and support staff in safety, payroll, recruitment and selection, training, and employee relations and ensures compliance with State and departmental personnel rules, regulations, and policies. This position will work closely with the Division of Human Resources Management for support in Departmental functions. The Personnel Officer II will support the development of budgets relating to personnel expenses; develop and implement departmental personnel policies, procedures and guidelines; and investigate employee grievances while providing guidance to management on conflict resolution and employee relations matters. This position leads the Department's human resources team and must possess strong leadership skills and abilities and be effective in delegation of duties to subordinate staff. This position works closely with senior leaders to promote a positive organizational culture, develop recruitment strategies, increase employee engagement, and support a cohesive, team-oriented work environment. The incumbent will work with leadership to ensure employee accountability in an effort to advance strategic objectives throughout the Department.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in personnel management, business, public administration or related area and four years of progressively responsible professional personnel management experience, including one year of personnel program management experience; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
