The Position
Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
The Nevada Health Authority (NVHA) is seeking an Administrative Services Officer IV (ASO IV) to lead the Purchasing and Contracts Team for the Department. Under the general direction of the Administrator of the Health Care Purchasing and Compliance Division, the ASO IV oversees purchasing and contracting activities and initiatives for the (NVHA). The incumbent will manage and lead procurement and contracting activities for all of the Divisions within the NVHA. As the NVHA is excluded from the requirements of Nevada Revised Statute 333, this position will be responsible for developing and managing requests for proposals, requests for qualifications and other purchasing modalities to assist the department in meeting the organizational mission of leveraging state resources in purchasing of health-related services. This position exercises independent authority in developing and implementing purchasing and contracting strategies, processes, and ensuring compliance with State and federal laws, regulations, and the Medicaid State Plan. The incumbent conducts complex fiscal and policy analysis, interprets regulations, and provides oversight to ensure all contracts and procurements meet fiscal, operational, and programmatic standards. The ASO IV collaborates with the Fiscal and Budget Unit to assess financial impacts, provide fiscal oversight, and ensure alignment with budgetary requirements. Additional responsibilities include vendor management, negotiation of contracts, and supervision of staff involved in purchasing, fiscal analysis, and compliance. The incumbent works closely with departmental leadership to understand operational needs to create solution through effective procurement.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business administration, accounting, finance or a related field and seven years of professional experience in formulating, developing and analyzing agency budgets; fiscal management; and management of multiple business operations, two years of which were equivalent to an Administrative Services Officer III in Nevada State service; OR an equivalent combination of education and experience as described above.

    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
