The Position
Grants & Projects Analysts develop and implement and/or assess, monitor, control and review grant-in-aid
projects/programs administered by State agencies and provide assistance to recipients in evaluating program
effectiveness.
Under close supervision, incumbents receive training in performing all or
part of the duties described in the series concept. This is the trainee level in the series and incumbents may
progress to the next level upon meeting the minimum qualifications, satisfactory performance and with the
approval of the appointing authority.
The Office of Emergency Management (OEM) is recruiting for two Grants & Projects Analyst Trainee positions, each underfilling a Grants & Projects Analyst 2 role. One position focuses on Preparedness Grants, supporting statewide efforts to enhance emergency management capabilities through federal and state funding. The incumbent serves as a subject matter expert in preparedness grant administration, reviewing subgrant applications, assisting applicants during the review process, and approving or disapproving budgets, modifications, and allowable costs. This role also involves analyzing financial and programmatic reports, conducting on-site and records-based monitoring to ensure compliance with federal requirements, completing required federal reports, and contributing to the development of section policies and procedures.
The second position centers on Recovery and Mitigation Grants, with responsibilities that include managing mitigation and disaster recovery funding and supporting the application process for new federal disaster declarations. The incumbent acts as a subject matter expert in recovery operations, including preliminary damage assessments, recovery planning, and coordination of recovery efforts. Like the Preparedness Grants role, this position involves reviewing subgrant applications, approving budgets and modifications, analyzing reports, monitoring compliance, completing federal reporting requirements, and helping shape policies and procedures. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, accounting, finance or related field; OR graduation from high school or equivalent education and two years of journey level technical or paraprofessional grants experience which includes duties such as assisting with writing grant applications; determining grant/subgrant program eligibility; providing technical assistance to grant/subgrant clients; and/or assisting with fiscal aspects of grants/subgrants; OR two years of paraprofessional experience equivalent to an Administrative Assistant III or Accounting Assistant III in Nevada State service which included assisting in performing grant duties as described above; OR an equivalent combination of education and experience as described above.

This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.
