The Position
Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
The Nevada Division of Forestry is recruiting for an Administrative Services Officer 3 (ASO3) located in Carson City. The incumbent is responsible for fiscal review and oversight of the emergency fire suppression budgets. They will oversee the budget preparation and execution, preparation of annual spending plans, federal and state reporting, review and audit documents, forecasting of revenues and expenditures, review of invoices and contracts, and preparation of work programs. The ASO3 will ensure timely services, meeting deadlines with severe time constraints; filing documentation and follow-up as required. The incumbent is the supervisor of the Incident Business Unit which is responsible for all wildland fire and other emergency response accounting for the Division. Experience in wildland fire billing or incident management team experience is preferred which may include National Wildfire Coordination Group training or qualification as a Cost Unit Leader, Finance Section Chief, or Incident Business Advisor.
The incumbent is responsible for managing workload and workflow within the unit, in conjunction with and under general guidance of the Administrative Services Officer 4. The incumbent is also required to communicate with cooperators on wildland fire bill adjudications and intergovernmental agreements; oversee the work of subordinate staff and report as necessary to management and leadership regarding these matter; and interprets and provides guidance regarding applicable statutes, regulations, policies, and procedures related to fiscal and emergency response accounting. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and five years of professional experience including two years of responsibility for two or more major business operations such as grants administration, contract and lease administration, purchasing and warehouse operations, human resources, Information Technology, or facilities maintenance and construction; and three years of experience formulating, developing and analyzing agency budgets; and fiscal management, one year of which was equivalent to an Administrative Services Officer II in Nevada State service; OR an equivalent combination of education and experience as described above.

A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
This recruitment is only open to current classified employees in state service with at least six months of continuous, full-time equivalent service.
