The Position
Veterans Service Officers advise and advocate for veterans and individuals currently serving in the United States armed forces who are State residents, their spouses, widows, widowers, children, dependents, estate and personal representatives; prepare, submit and present claims and appeals for denied benefits including adjusted compensation, hospitalization, insurance, pension, disability compensation, vocational training, education or rehabilitation; provide assistance and advice to resolve problems and answer questions relating to available benefits under federal and State laws.
Nevada Department of Veterans Services (NDVS) is recruiting for a Veterans Service Program Manager position, geographically located in Reno or Las Vegas depending upon candidate selection. Under the direction of NDVS Deputy Director of Benefits, the Veterans Advocacy and Support Team (VAST) Program Manager manages the statewide Nevada Veterans Advocate Programs to include the supervision, training, evaluating, and selection of Veterans Service Officers Staff.
This position will: address Legislative/Congressional inquiries and monitor or assign constituents issues for resolution; develop program policies, procedures, and guidelines in conjunction with the Director and Deputy Director; research and develop grant proposals to support and enhance the veterans' services program; create or oversee online and in-person course development for training employees or volunteers; prepare and implement a program budget; research, compile and present statistical data and provide a variety of reports; represent the Department in the community, legislative sessions, and at various public forums as requested by Department leadership; interpret laws, statutes, regulations related to services for veterans. w all of Nevada's elders, children, and adults with disabilities or special health care needs, to live independent, meaningful, and dignified lives to the greatest extent possible. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Associate's degree from an accredited college or university in any field and three years of professional experience which included interviewing clients to elicit and impart information; researching and locating information from a variety of sources; writing narrative reports and summaries; interpreting and applying rules and regulations; and evaluating complex information and making determinations, two years of which included advocacy and one year of which was in a supervisory role; OR graduation from high school or equivalent education and four years of professional experience as described above, two years of which included advocacy and one year of which was in a supervisory role; OR an Associate's degree from an accredited college or university in any field and two years of professional experience as described above in a program directly related to providing services for veterans, one year of which was in a supervisory role; OR graduation from high school or equivalent education and three years of professional experience as described above in a program directly related to providing services for veterans, one year of which was in a supervisory role; OR one year of experience as a Veterans Service Officer II in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Notes
    Certification as a Resident Veterans Service Officer is required within one year of employment and as a condition of continuing employment.
    Preference shall be given in the appointment of Veterans Service Officer and Veterans Service Program Manager positions to qualified veterans.
Special Requirements
    Some positions require a driver's license at the time of appointment and as a condition of continuing employment.
    This position requires a State of Nevada/FBI background check, at the cost of the applicant.
Skills Required
    Supervisory Experience.
    Experience in processing and reviewing veterans' claims.
    Experience advocating on the behalf of veterans.
The Examination

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.
