The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents recommend and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; and may train, supervise, and evaluate the performance of subordinate staff and/or a staff consisting of several students, volunteers and/or contract staff. The Program Officer I will be the community outreach liaison for the Prepaid Tuition Program of the College Savings Division within the State Treasurer's Office. This position will reach out and collaborate with various non-profit organizations to assist families and education advocates on preparing for post-secondary education. This position will work closely with all team members of the College Savings Division and will collaborate on Division events and activities. The Division is committed to helping Nevadans as they plan, pay, and save for their post-secondary journey and beyond. The applicant should have excellent written and oral communication skills, as they will be responsible for connecting with customers, co-workers and community partners to effectively communicate information. They should have the ability to work independently and produce detailed accurate work within severe time constraints.
In addition, the job requires the ability to travel to various locations in Nevada to perform public outreach and present federal requirements and other legal and technical information to diverse audiences, including in workshops, exhibit booths, community events, etc. As such, the applicant must have dependable transportation in order to travel to events within reasonable driving distance of the office and should have the ability to work evenings and weekends, as needed and directed. As the expert on all the Prepaid Tuition Program initiatives of the College Savings Division, this position will provide information, either verbally or in writing, to other State and federal agencies; institutions; management; department staff; program participants and the public to ensure understanding and compliance. This includes developing and conducting presentations for State and federal agencies, management, program participants and/or other stakeholders, as required. Furthermore, this position is also responsible for other important office functions such as filing, copying, scanning, preparation of correspondence, preparing meeting agendas, answering telephone calls, responding to e-mails, records management and document preparation. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment; OR graduation from high school or equivalent education and two years of para-professional program support experience equivalent to an Administrative Assistant III in Nevada State service which required the application of State and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; or preparing reports which summarize financial and statistical information; OR an equivalent combination of education and experience as described above.
Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI fingerprint based background check is required as a condition of appointment and as a condition of continuing employment.
