The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
This recruitment is for a Management Analyst 3 located in Carson City, NV. The incumbent assists the Energy Program Manager in administering complex statewide energy programs by conducting a variety of studies, performing research and analysis, working with contracts and grants, making recommendations, and assisting in the development and implementation of new or revised programs, projects, policies, procedures, and systems. The incumbent also researches, identifies, analyzes, forecasts, summarizes, and makes recommendations on information related to the energy programs managed or potentially managed under the assigned work unit. Areas of research, analysis, and recommendation include, but are not limited to, budgets and fiscal information and projections; unit operations such as forms, policies, procedures, and workflow; legislative, policy, and regulatory matters; agency positions; current and emerging situations; key performance indicators; barriers and areas of opportunity; compliance; and statistical information. Additionally, the incumbent develops, monitors, negotiates, implements, and reviews complex contracts, grants, and subawards/subaward programs; assesses compliance and eligibility; and recommends approval or modification to contracts, grants, and subawards based on governing laws and regulations, program intent, and the actions and status of contractors and grantees.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.
