The Position
Education Programs Directors, Supervisors, and Professionals assist and foster the growth of early childhood, pre-K, K-12, postsecondary, adult, and related education programs throughout Nevada by providing technical assistance, training, and oversight.
This is an Education Programs Professional position that will oversee and manage the Graduate Medical Education (GME) grant program located in Las Vegas or Carson City, NV. Program Strategic Direction will set the strategic direction of the program. Research and analysis of physician practice area shortage data and determination of award priorities for upcoming proposal solicitations. Prepare and present quarterly and annual reports summarizing program outcomes and effectiveness for OSIT Director, Governor's Office and Legislature; make recommendations to OSIT Director, Governor's Office and Legislature regarding funding and policy; monitor sponsored and related legislation. Broad-based budgeting and complex financial analysis of the program based on the strategic direction, including expenditure projections and actuals of programs and grant awards that span over as many as three biennia. Prepare budgets and monitor fiscal transactions. Director-level engagement with stakeholders regarding the strategic direction of the program. Outreach and engagement with key stakeholders prior to funding opportunity announcements, post-award, and in the interim between funding opportunities. Stakeholder engagement regarding the physician workforce needs, current and upcoming funding opportunities, careers in healthcare, and past program results. Maintain a stakeholder list and write regular newsletters. Stakeholders include medical school deans, hospital CEOs, medical association directors, the Nevada Hospital Association, Department of Health and Human Services, Governor's Office of Economic Development, NSHE institutions, Office of Rural Health, rural health clinics, K-12 schools. Attend career fairs and conferences. Collaborate with K-12, NSHE, and other stakeholders to encourage more students to pursue careers in healthcare practice shortage areas.
Oversight and management of: the entire competitive GME request for applications process, organize the review committee to review and score grant applications, write award agreements and facilitate execution of award agreements/contracts, develop customized budget workbook and amendment forms, process and format for seeking reimbursement; provide technical assistance and training to applicants and awardees to ensure compliance with programmatic guidelines; ensure State and OSIT rules and regulations regarding the competitive bidding process are followed. Analyze existing processes and make process improvements to enhance efficiency. Manage post-award financial and programmatic compliance reviews that will consist of many grant awards and hundreds of budgetary line items; ensure awardees are compliant with award agreements; audit quarterly progress and fiscal reports, approve budget change requests, approve reimbursement requests, disallow unapproved costs, conduct in-person site monitoring visits throughout the period of performance for both programmatic and fiscal compliance. Regulatory and Administrative: Oversee and manage the regulatory process, schedule advisory council meetings, staff meetings, post meetings according to the Open Meeting Law, create agendas and minutes. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Doctorate degree from an accredited university in business, economics, education, English, math, psychology, science, sociology, or related field and one year of professional experience in an educational program area, which included experience in at least one of the following areas related to the current vacancy: leading and managing a team that supports organizational goals; evaluating a program and/or program participants for compliance purposes or outcomes; developing and implementing a vision for desired outcomes; and/or communicating with diverse stakeholders across various platforms; OR Master's degree from an accredited university in business, economics, education, English, math, psychology, science, sociology, or related field and two years of professional experience as described above.
