The Position
Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
The Labor Relations Unit in the Division of Human Resource Management in Carson City is recruiting for a Personnel Analyst 2. This position will underfill the Personnel Analyst 3 position and may progress to the higher level upon meeting the minimum qualifications, and with the approval of the appointing authority. This unit is responsible for providing expert consultation to employees, employee representatives, agency human resources representatives, and agency management on human resources practices, labor relations, and collective bargaining. The position develops proposed regulations to carry out the provisions of NRS 284, Senate Bill 135 (2019), and other State and federal mandates. This position will provide consultation on issues such as progressive discipline, grievances, performance management, and bargaining agreements. Other duties include developing forms and publications and assisting in and/or presenting training classes on related topics. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
Special Requirements
    This position may require up to 25% travel.
    This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment.
