The Position
Clinical Program Planners perform and supervise a variety of planning and analytical functions in support of clinical programs and activities within divisions of the Department of Health and Human Services, including quality improvement, program design, policy and procedure development, program evaluation, research, contract and grant development and administration, strategic planning, and training initiatives.
Clinical Program Planner I's supervise quality improvement and quality assurance, program planning, program evaluation, and/or contract administration for a large program with multiple service delivery components, which may be regional or statewide. Southern Nevada Adult Mental Health (SNAMHS) is recruiting for a Clinical Program Planner I at West Charleston Residential Services in Las Vegas. This position assists the operations of contracted vendors who provide housing assistance, policy and procedures, and supervision of SNAMHS clients in scattered site settings. They monitor and ensure quality care is provided to individuals. They also monitor state vendors for compliance with state regulatory boards. Duties include investigation of consumer complaints and/or incident reports from vendor when abuse, neglect, exploitation, or isolation, destruction of property is reported, either by or from consumers, the community, the provider or any regulatory board (e.g. the Bureau of Healthcare Quality and Compliance).
Fiscal and budgetary accountability is met by and maintained by interacting with the SNAMHS Business Office. The incumbent ensures effective integration of existing programs and services with a Housing First Model to help individuals with mental illness improve their quality of life. This position requires understanding and implementation of the Olmstead Act, also with Medicaid and Medicare billing requirements. Other duties include verifying housing contracts submitted by case managers; verifying contracts and payment agreements are reviewed prior to routing for SNAMHS Administrative signatures; and auditing residential files to ensure compliance with state, federal and local standards. Necessary computer skills include the ability to develop and present spreadsheets, flow charts, project management plans and educational handouts and presentations. This is a full-time position with an anticipated work schedule of Monday-Friday, 8:00 a.m. to 5:00 p.m. Incumbent will work an innovative variable schedule with overtime after 40 hours per week. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Master's degree from an accredited college or university in a social science or health related field, which included clinical intervention coursework, and two years of professional experience as a clinician in a mental health or intellectual disability service delivery setting.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    Proof of a valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
