The Position
Positions in this series supervise professional engineering associates, technical engineering staff, and/or engineering students; direct activities of assigned staff, organize personnel, equipment and materials, and delegate assignments; evaluate the performance of employees according to established policies and work performance standards; ensure accurate and timely completion of work assignments; and provide guidance and training.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position is located within the Stormwater Division, in Carson City. Incumbent is responsible for supervising the Division's Field Compliance and Enforcement staff and participating in the development of the Compliance and Enforcement Programs. Duties include overseeing on-the-job training of field personnel; assisting in establishment of division protocols to ensure conformity with division standards and policies; performing site inspections; providing administrative support for field personnel; setting goals; assessing and reporting on the Department's Stormwater Compliance and Enforcement Programs; maintaining division's compliance documentation databases, coordinating electronic archiving of files, and facilitating use of electronic files to perform audits; developing program documents and technical reports for the Stormwater Program Annual Report, and representing the Stormwater Division at various meetings involving other local, State, federal regulatory and resource agencies, and the public. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in civil engineering or a closely related engineering field and four years of professional engineering experience, two years of which must have been in a supervisory capacity; OR certified as an Engineering Intern and four years of professional engineering experience, two years of which must have been in a supervisory capacity; OR two years of experience comparable to the Staff II, Associate Engineer or Supervisor II, Associate Engineer; OR four years of professional engineering experience with two years of experience comparable to the Supervisor I, Associate Engineer.

    Employees in this class who are not licensed professional engineers may not represent themselves as such to other persons or entities.
Special Requirements
    A valid drivers license is required at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
    This position requires work experience performing stromwater field inspections to assess compliance with the General Construction Permit, MS4 Permit, NPDES Permit or Tribal Lands Permit.
    This position requires work experience with stormwater Best Management Practices (BMPs) and their implementation.

The Examination
SUPERVISOR 3, ASSOCIATE ENGINEER, STORMWATER
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Please describe your experience, including the number of years, with stormwater compliance and enforcement, field inspections, investigations, and water quality requirements.
2) Please describe your experience with stormwater permits including: a) National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer Systems (MS4), and Construction General Permits; b) experience interpreting and applying federal and state regulations and statutes including preparing reports and other technical documents.
3) Describe your experience, including the number of years, giving stormwater related trainings and/or presentations regarding federal and state regulations/policies, engineering plans, specifications and technical manuals.
4) Please describe your Environmental & Stormwater experience working with engineers and contractors in: a) developing contract specifications and technical manuals; b) stormwater pollution prevention; and c) dispute resolution.
