The Position
Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.
Under general direction of a Supervisory Personnel Analyst, performs complex, technical personnel functions involving labor relations. Work is performed on complex projects. An incumbent in this class is expected to operate on an independent basis. This is the advanced journey level in the series.
This position is located in the Labor Relations Unit in the Division of Human Resource Management in Carson City. This unit is responsible for providing expert consultation to employees, employee representatives, agency human resources representatives, and agency management on human resources practices, labor relations, and collective bargaining. The position develops proposed regulations to carry out the provisions of NRS 284, Senate Bill 135 (2019) and other State and federal mandates. This position will be responsible for providing consultation on issues such as progressive discipline, grievances, performance management, and bargaining agreements. Other duties include developing forms and publications and assisting in and/or presenting training classes on related topics. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and three years of progressively responsible professional personnel experience OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
    This position may require up to 25% travel.
    This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment.
Additional Position Criteria
    Experience with collective bargaining and employment agreements or negotiations is required.
