The Position
Under general administrative direction, incumbents serve as deputy to the Administrator of one of the regulatory agencies in the Department of Conservation & Natural Resources. Duties include management of professional, technical and administrative support staff; budget development and monitoring; development of policies and regulations; and ensuring compliance with applicable federal and State regulations and statutes.
Under general administrative direction, incumbent serves as Deputy Administrator to the Administrator of the Division of Water Resources in the Department of Conservation and Natural Resources. Duties include management of professional, technical and administrative support staff; budget development and monitoring; development of policies and regulations; engaging in the state legislative process on agency budget and policy priorities; and ensuring compliance with applicable State and federal regulations and statutes. Under the direction of the State Engineer, this position administers the activities and programs under major sections within the Division of Water Resources. The position will assist the State Engineer on a nearly daily basis with decisions related to the responsibilities of the Division. The position responsibilities may include review of water right applications, rulings, extensions of time, hydrologic analyses, relinquishments, withdrawals, domestic well credit requests, and other duties described below. The position directly supervises major sections within the Division of Water Resources and is responsible for guiding work output of the Sections. The position will assign work projects, check the progress of assignments and verify that the final product meets the Division's high standards in order to best carry out the responsibilities of the Division. The position develops the Division's biennial budget; assists with managing budget spending; establishes goals and objectives for supervising sections; plans, directs, coordinates, reviews and evaluates the work of assigned staff; and assigns work activities and manages the prioritization of work and projects.
The position will actively participate in the Division's water policy and planning development efforts; communicate extensively with internal and external stakeholders, governmental officials, and regulatory representatives of local, State and federal agencies; and serve as key liaison with stakeholders and external constituencies to build consensus on high-profile water resources issues. The position also conducts informal and formal presentations before a variety of interested groups including local governing bodies, legislative committees, civic groups, professional organizations and the public. The position works closely with the State Engineer, other Divisions and Programs within the Department, and with the Director's office. This position may also serve on technical advisory committees to explain Division policy, state statutes and regulations regarding water resource issues. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in engineering, the natural or physical sciences, public administration, law or related field and four years of experience supervising natural resource regulatory programs or relevant specialized programs in areas of water resources or environmental protection. The required experience must have included program planning, budget development and maintenance, policy analysis and interpretation, and training and supervision of professional staff; OR an equivalent combination of education and experience as described above.

The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience.
