The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. The Nevada State Controller's Office is recruiting for a Management Analyst III. The position is located in Carson City, NV and is an integral part of our Fiscal Operations Team.
This position works closely with the Chief Accountant on Single Audit and CMIA Reporting. Single Audit and CMIA duties includes preparation of clearance patterns, the Treasury-State Agreement, memorandums of agreement, the Cash Management Improvement Act Annual Report, assisting agencies with questions regarding the schedule of federal expenditures (SEFA), reviewing and processing Single Audit reporting and certification forms, preparing training materials, teaching Single Audit classes, subrecipient reconciliation review, and chart of accounts setup including federal job numbers. Other duties include bank reconciliation, review and approval of JVDs, PVs, cancels, reissues, wires, garnishments, and supervision. The Management Analyst III supervises one Accounting Assistant IV directly and three Accounting Assistant III's indirectly. This job description is not intended to be all-inclusive. The incumbent may perform other related duties as required to meet ongoing needs. This position may be required to work overtime during Single Audit and CMIA reporting periods (Fall through Spring) and periodically based on agency need. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures OR Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting.
    Experience with Federal grant reporting and/or Federal grant management is required.
