Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
This position is located in the accounting section of Nevada State Parks in Carson City and performs all of the tasks consistent with the classification series in managing the accounting, budgeting, review and analysis for multiple and diverse budgets of the Division. The Management Analyst (MA) position is primarily responsible for contracts and budgets including the following fiscal functions: certified contract manager activities, accounts payable, IFS Pend4 processes, purchasing oversight, projections, biennial budget preparation, year-end closing processes, work program submittals, and financial analysis. The Management Analyst will be responsible for Divisionwide contract processing to include interaction with field staff, the Attorney General's office, Governor's Finance Office and the Department of Conservation and Natural Resources Director's Office. In this regard, the MA will coordinate with agency contract monitors, ASO and management to ensure business flow is maintained while meeting the necessary state requirements of the contracting process. This position will maintain a Division-wide contract log and be responsible for creation of contracts within the five Parks budgets.
Types of contracts include 333 and 338 contracts, Concession and Leases, Special Use Permits, and the RFP process. The Management Analyst will be responsible for performing fiscal aspects of managing one state budget account and reconciliation. This position will also be responsible for reconciling monthly user fees statewide and reporting analysis to management. Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and one year of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years of experience as an Accountant Technician I or Tax Examiner II in Nevada State service; OR one year of experience as an Accountant Technician II or Fiscal/Business Professional Trainee in Nevada State service; OR an equivalent combination of education and experience as described above. |
