Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. Come join our amazing team! The Nevada Division of State Lands (NDSL) is seeking a highly qualified, enthusiastic, and capable individual to serve as the agency's Administrative Services Officer I. NDSL upholds Nevada's conservation values through land stewardship, natural resource protection, and responsible land use planning. Our diverse and challenging range of responsibilities include serving as the State's real estate agency and holding title to over 304,000 acres of state land, providing technical land use planning assistance to local units of government and other agencies, and promoting the conservation and enhancement of the natural environment through our Lake Tahoe and Sagebrush Ecosystem programs.
NDSL's ASO I is the agency's lead fiscal and administrative position. The position prepares, monitors and implements the agency's biennial budget; develops work programs; oversees invoicing for and the collection of agency fees for the use and occupancy of state land; approves invoices for payment; monitors and tracks expenditures; and coordinates with agency staff, the Governor's Finance Office, Treasurer's Office, and Controller's Office to ensure budget administration conforms to State policy, regulations and statute. The position coordinates with the Legislative Counsel Bureau to respond to fiscal requests for information and ensures implementation of the agency's primary budget account is coordinated with the implementation of the agency's non-executive budget accounts supporting Lake Tahoe programs.
The position directly supervises the agency's two administrative staff. The position also develops and administers internal and external controls, and serves as the agency's certified contract manager, coordinating with vendors and contractors. As the agency's personnel/HR liaison, the position also provides assistance with personnel procedures and guidelines. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and three years of professional experience including two years of responsibility for major business operations/functions such as grants administration, contract and lease administration, purchasing and warehouse operations, human resources, Information Technology or facilities maintenance and construction; and one year of experience formulating, developing and analyzing program or agency budgets and/or conducting statistical/economic data collection, analysis and research involving the application of advanced statistical, mathematical and economic principles and research modeling; OR one year of experience as a Budget Analyst II or Economist II in Nevada State service performing duties as described above; OR two years of experience as a Management Analyst II in Nevada State service performing duties as described above; OR an equivalent combination of education and experience as described above. |

A valid driver's license is required at the time of appointment and as a condition of continuing employment. |
