The Position
ESD (Employment Security Division) Managers plan, organize, coordinate, and manage the operations and services provided to customers at one or more workforce investment and/or unemployment insurance offices.
ESD Manager IV's supervise subordinate managers and have either 1) regional responsibility for all facets of program implementation and service delivery for multiple large, complex programs comparable to the size, complexity and scope of both unemployment insurance benefit and workforce investment programs, or 2) statewide responsibility for development, implementation and service delivery which includes management of the program's support services for a large, complex program comparable to the unemployment insurance tax contributions program. The ESD Manager 4 position will provide operational oversight of the statewide Unemployment Insurance Benefits Program. The position will ensure that UI production and UI process needs are adequate to meet or exceed federal and departmental performance levels. The position will be responsible for the effective and efficient operation of two large call centers located in Carson City and Las Vegas.
The position may be located in either Carson City or Las Vegas, depending on the location of the successful candidate. Under direction of the Administrator or Deputy Administrator of the Employment Security Division, incumbents plan, organize, coordinate and manage the operations and services provided to customers at multiple unemployment insurance offices; participate in planning and developing service delivery strategies and ensure implementation in accordance with applicable laws, regulations, policies and procedures; supervise subordinate managers, supervisors and professional staff; analyze and evaluate the impact of mandated program changes and make recommendations for successful implementation; facilitate and direct implementation of new programs; request information and analysis from support services sections for problem identification and resolution; allocate staffing resources, training and capital to provide optimal service throughout the program; publish directives regarding goals, program objectives, minimum work standards and work processes to ensure compliance with laws, regulations and requirements; develop and justify budget recommendations and management reports for the unit or teams and submit to division administration; monitor financial resources to ensure compliance with budgetary limits; monitor program conformity and timelines; identify and make recommendations to Administration to resolve issues. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business, public administration or related field and three years of managerial experience which included overseeing diverse programs and functions of an office with a large staff or offices in multiple locations; supervising professional staff providing a variety of program services; preparing reports and recommendations; evaluating and revising policies and procedures; implementing new services and procedures; and developing working relationships with various stakeholders; OR graduation from high school or equivalent education and five years of managerial experience as described above; OR one year of experience as an ESD Manager III in Nevada State service; OR two years of experience as an ESD Manager II in Nevada State service; OR an equivalent combination of education and experience as described above.
The Examination

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.

1) Describe your experience, including number of years, in developing and implementing service delivery strategies, performance based standards, and monitoring quality assurance for a large or complex Public or Social Service program. Please provide specific job duties and activities for each position and timeframes.
2) List your experience interpreting and applying Federal, Public or Social Program laws. Include the agency, position title, and timeframe for each position.
3) Describe your experience, including number of years, in developing public budgets for multiple units or teams of more than 250 FTEs in a Public or Social Service program that provided direct service-delivery to the public.
4) Describe your experience working with automated systems and technology, including implementation of new technology systems and service delivery methods.
5) Please list your experience supervising professional level staff to include selection, training, discipline, and evaluation.
