Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. This position is located in Carson City.
Under the direction of the Administrative Services Officer (ASO) 3, duties include fiscal management including assisting with the development and preparation of the biennial budget; preparing work programs as needed to revise or augment the approved budget; analyze legislative bills for effect on the agency and prepare fiscal notes as needed; and monitoring agency budget accounts. The incumbent is also responsible for management of Master Cooperative Agreement (MCA) to include managing federal expenditures and receipts and ensuring expenditures are in compliance; overseeing the reimbursement process; monitoring outstanding reimbursements and working with Grant Officer Rep to resolve issues; monitoring modifications to the MCA and ensuring adequacy of State authority with the anticipated federal funding and State General Fund availability. The incumbent serves as the Agency Contract Manager and will prepare contracts for the agency; participates in RFP committees and reviews contracts for compliance; creates and maintains an agency contract system for tracking authority available; and is responsible for Departmental operations and administration including reviewing, writing and recommending agency policies to improve operations; testifying on work programs as a subject matter expert; acting in the absence of the ASO 3; preparing and interpreting fiscal reports; and providing supervision of the accounting functions. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and two years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as a Management Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.
This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.
