The Position
Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
The Nevada Department of Veterans Services is recruiting for a Personnel Analyst 2, underfill for a Personnel Officer 1 position located in Reno, Nevada. This position will oversee the HR/personnel management functions for the Department. Duties include personnel and organizational structure strategic planning; employee relations to include Work Performance Standards, Essential Functions, employee performance management; investigate complaints; coordinating the disciplinary process; oversee and administer the department payroll and timesheet functions; develop and review classifications and perform compensation functions; research and implement recruitment and retention strategies; oversee and administer recruitments under the department delegation agreement; coordinate general recruitment processes; oversee pre and post-employment background check processes; complete required reports; develop departmental policies and procedures; serve as the training administrator; and acts as the agency personnel liaison with other state and federal agencies. Supervision of personnel and payroll staff will occur upon progressing to the fully authorized level of Personnel Officer 1. Travel several times per year is required. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
    This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment.
    This position may require up to 25% travel.
