The Position
Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.
The Supervisory Personnel Analyst in the Labor Relations Unit will supervise staff who performs complex, technical personnel functions involving recruitment, selection, testing, classification, compensation and other duties as it relates to labor relations.
This position is located in the Labor Relations Unit of the Division of Human Resource Management in Carson City. This unit is responsible for providing expert consultation to employees, employee representatives, agency human resource representatives and agency management on human resources practices, labor relations, and collective bargaining and also develops proposed regulations to carry out the provisions of NRS 284, Senate Bill 135 (2019) and other State or federal mandates. This position will be responsible for supervising staff and providing consultation on issues such as the progressive discipline process, the grievance process, and performance management and bargaining agreements. Other duties include labor negotiations, union engagement and oversee the development and presentation of related training classes. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and four years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
    Proof of a valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
The Examination
SUPERVISORY PERSONNEL ANALYST (07.514) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Describe your supervisory experience with a) clerical/technical staff and b) professional staff.
2) Describe your experience in the following areas: a) interpretation and application of laws and regulations, specifically NRS 281 and NAC 284; b) experience explaining and justifying the application or interpretation of statutes, regulations or policies before various bodies (e.g. Personnel Commission, EMC, Hearing Officer, Legislature, NERC, etc.).
3) Describe your experience with the development, revision and communication of Nevada Administrative Code (NAC) and other HR policies and procedures.
4) Do you have a Bachelor's degree (or higher) in HR Management, Public or Business Administration or professional certification from a national human resources professional association such as SPHR, PHR, SHRM, IRMA, etc.?
