The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents recommend and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; and may train, supervise, and evaluate the performance of subordinate staff and/or a staff consisting of several students, volunteers and/or contract staff. This is a Program Officer 1 position for the Department of Administration within the State Public Works Division (SPWD) located in Las Vegas. SPWD must review, audit and report on apprentice program compliance for all contractors engaged on a public work project. This position will be responsible for the administration, organization and evaluation responsibilities associated with the State of Nevada apprenticeship program requirements as listed:payment of the prevailing wage in the county in which the public work is located; establishment of certain fair employment practices for contractors in connection with the performance of work under the contract awarded by the public body (NRS 338.020, 338.125); monitoring a contractor's or subcontractor's compliance with employing one or more apprentices for a certain percentage of the total hours of labor performed on a public work; and monitoring a contractor's or subcontractor's compliance with entering into an apprenticeship agreement for all apprentices required to be used in the construction of a public work. The incumbent will recommend and implement changes to work plans, program performance standards and objectives for providing services and eligibility requirements as permitted by program regulations and guidelines.
The incumbent ensures Contract Compliance Certified Payroll Reports of Prevailing Wages; provides instruction to contractors and subcontractors on the requirements of NRS 338.020 through NRS 338.090 in reporting hours worked on a public project which requires the payment of prevailing wages as set by the Labor Commissioner's office for the classification of work being done; and assists the contractor and subcontractor in the implementation of reporting certified payroll reports. The Certified Payroll Reports are received, entered, audited, monitored and maintained for compliance of prevailing wages and investigating any possible violations. This position will investigate and make determinations on wage claims. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment; OR graduation from high school or equivalent education and two years of para-professional program support experience equivalent to an Administrative Assistant III in Nevada State service which required the application of State and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; or preparing reports which summarize financial and statistical information; OR an equivalent combination of education and experience as described above.
Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI fingerprint based background check is required as a condition of appointment and as a condition of continuing employment.

    This position requires working flexible hours.
