The Position
Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. The Nevada Division of Environmental Protection, Bureau of Water Quality Planning is seeking qualified applicants for an Environmental Scientist III position. The position will assist in the implementation of the Nonpoint Source State Management Plan as determined by the Branch Supervisor, including overseeing projects to prevent, control and abate the impacts of nonpoint source pollution. This position oversees erosion control, stream restoration, low impact development and other types of nonpoint source pollution control projects and programs. In this capacity, this position will manage contracts including developing workplans and budgets, processing contract invoices and providing project management to ensure success as well as overseeing projects in the field. This position will also manage the 401 Water Quality Certification Program for the State of Nevada, which will constitute up to 50% of the position's time. As the 401 Water Quality Certification Program lead, this position may be required to interpret and implement the Federal Navigable Waters Protection Rule (Waters of the United States) and coordinate with multiple Federal partners. The successful candidate will be an effective communicator and problem solver able to create and maintain positive, professional working relationships both internally and externally and will be collaborative and adaptable.
The successful candidate will also be able to produce documents that are accurate and technically sound and will be able to present information to a variety of audiences in a professional and articulate manner. Educational background and experience in hydrology, fluvial geomorphology, channel hydraulics, watershed management, stormwater management, and/or working knowledge of 404/401 permitting processes are desirable. Education and experience with ArcGIS is also desirable. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and three years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and five years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist II in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    This position has a 25% travel requirement.
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
