The Position
Quality Assurance Specialists design and implement a comprehensive quality assurance program encompassing clinical and related disciplines at a mental health hospital, residential care facility or community-based program or service for individuals with intellectual disabilities who may also have significant physical and/or mental health issues [problems], rehabilitation facility, or a clinic which provides outpatient medical and psychological services, or the medical system for the Department of Corrections.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. This recruitment is for a Quality Assurance Specialist (QAS) 2 vacancy located within the Aging and Disability Services Division (ADSD) of the Department of Health and Human Services, Desert Regional Center (DRC), and will be located in Las Vegas. ADSD provides an atmosphere of innovative thinking, teamwork, friendly co-workers, and promotes a positive work environment. The mission of the Aging and Disability Services Division (ADSD) is to provide leadership and advocacy in the planning, development and delivery of a high quality, comprehensive support service system across the lifespan to allow all of Nevada's elders, children and adults with disabilities or special health care needs, to live independent, meaningful and dignified lives to the greatest extent possible. This is a multifaceted position that is involved with every aspect of agency service. QAS IIs are responsible for carrying out quality assurance and performance improvement activities to ensure services are provided in compliance with State and Federal regulations and Developmental Services (DS) Standards for Service Provision and requires significant interaction with our community provider network. This position provides an opportunity to directly participate in development of policy and state regulations governing service delivery. QA Specialists work closely as a unit, both locally and as a statewide team, to promote consistency in application of policy and service standards.
Primary duties include conducting certification reviews of community providers of Supported Living Services (SLA) and Jobs and Day Training (JDT) Services, and providing validation of corrective actions taken as directed in the NAC and DS policy; processing new provider applications and complete certification review of all new community SLA and JDT Providers; conducting Health and Welfare Assessments of individuals receiving services; conducting Environmental Assessments of SLA & JDT services; reviewing all incident reports, restraint and denial reports, reports of denial of rights, investigations of abuse, neglect and exploitation and ensure thorough and timely follow up for corrective actions; reviewing and analyzing data to track, trend and address problems in a timely and thorough manner to correct and prevent health, safety and welfare issues; and providing training and technical assistance to employees and provider staff regarding QA strategies, rights of people served and required policies, including Abuse, Neglect and Exploitation identification and reporting, incident reporting, and Person Directed Planning. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in nursing, social work, human development, special education, health science, public health, or other behavioral or social science and two years of professional experience, which included one year of experience providing client services in a human services field and one year of experience performing program evaluation, quality assurance/improvement, and/or utilization review activities for a human services program; OR one year of experience as a Quality Assurance Specialist I in Nevada State Service; OR an equivalent combination of experience and education, above the Bachelor's degree level, as described above.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
    This position has a 50% travel requirement.
    Requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment.
