The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. This position is located within the Department of Health and Human Services, Aging and Disability Services Division (ADSD) - Rural Regional Center in Sparks, NV. ADSD provides an atmosphere of innovative thinking, teamwork, friendly co-workers, and provides a positive working environment. The mission of ADSD is to provide leadership and advocacy in the planning, development and delivery of a high quality, comprehensive support service system across the lifespan to allow all of Nevada's elders, children and adults with disabilities or special health care needs, to live independent, meaningful and dignified lives to the greatest extent possible. This position will assist with the biennial budget preparation through timely development/maintenance of spreadsheets; data and narrative entry in the Nevada Executive Budget System (NEBS) and verification of accuracy; review payables for accuracy and compliance with Federal, State and Internal Policies and Procedures assuring accurate coding and entry into the Integrated Financial System (IFS) program prior to applying approval; review encumbrances and projections as expenditures occur to assure accurate budget tracking; monitor cash and authority balances; prepare Work Programs in accordance with Federal, State, and Division Policies and Procedures; prepare timely reconciliations of positions for the Management Allocation Plan; conduct audits and participate in monthly Service Coordination/Fiscal Records audit; reconcile Fund map to the Budget Report; annually audit sample documents and evaluate internal controls for potential weaknesses or non-compliance in accordance with State Policies and Procedures; and biennially audit sample documents and evaluate internal control and complete the Biennial Report on internal controls.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and one year of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years of experience as an Accountant Technician I or Tax Examiner II in Nevada State service; OR one year of experience as an Accountant Technician II or Fiscal/Business Professional Trainee in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Notes
    Without the required Bachelor's degree this position would require 5 years of experience of which 2 years were at the paraprofessional level and 3 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.
Special Requirements
    Pursuant to NRS 284.4066, some positions in this series have been identified as affecting public safety. Persons offered employment in these positions must submit to preemployment screening for controlled substances.
    This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.
