The Position
Veterans Service Officers advise and advocate for veterans and individuals currently serving in the United States armed forces who are State residents, their spouses, widows, widowers, children, dependents, estate and personal representatives; prepare, submit and present claims and appeals for denied benefits including adjusted compensation, hospitalization, insurance, pension, disability compensation, vocational training, education or rehabilitation; provide assistance and advice to resolve problems and answer questions relating to available benefits under federal and State laws.
The Nevada Department of Veterans Services is recruiting for a Veterans Service Officer 2 Training Officer, located in Reno, Nevada. Under the direction of the Veterans Service Program Manager, the Veteran Service Officer 2 provides service as a veterans' advocate; interviews veterans or dependents; researches and reviews records; prepares and files claims with the Department of Veterans Affairs (DVA); and ensures required training and accreditation protocols are current as they pertain to benefits, claims, pensions, appeals, etc. The incumbent is required to maintain and protect client confidentiality of medical records and possess knowledge of the Veterans Health Administration system. The Training Officer duties include the development, implementation and management of new and existing Veterans Service Officer (VSO) training programs.
Primary responsibility is to provide quality training to State and non-State VSOs and related positions by developing training programs and materials for classroom, conference and on-line learning experiences. The incumbent is responsible for planning and conducting statewide Veterans Service Officer, Nevada Veterans Advocate (NVA) and Tribal Veterans Representative (TVR) training conferences to prepare participants to provide information regarding veteran's benefits and state and federal veterans benefit claims. The incumbent will track and maintain training and certification records; provide correspondence for submission to the US DVA for VSO Federal accreditation; perform reviews of state and federal claims prepared by VSOs to assess training needs to develop additional training to improve claims processing; and other related duties as assigned. Successful completion of extensive training programs is required following appointment. The incumbent will have statewide training responsibilities. Travel up to 25% is required. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Associate's degree from an accredited college or university in any field and two years of professional experience which included interviewing clients to elicit and impart information; researching and locating information from a variety of sources; writing narrative reports and summaries; interpreting and applying rules and regulations; and evaluating complex information and making determinations, one year of which included advocacy; OR graduation from high school or equivalent education and three years of professional experience as described above, one year of which included advocacy; OR an Associate's degree from an accredited college or university in any field and one year of professional experience as described above in a program directly related to providing services for veterans; OR graduation from high school or equivalent education and two years of professional experience as described above in a program directly related to providing services for veterans; OR one year of experience as a Veterans Service Officer I in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Notes
    Certification as a Resident Veterans Service Officer is required within one year of employment and as a condition of continuing employment.
    Preference shall be given in the appointment of Veterans Service Officer and Veterans Service Program Manager positions to qualified veterans.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
    Some positions require a driver's license at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
    This position requires experience developing, coordinating and conducting training sessions to include developing curriculum.
