Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
The position is located in the Nevada Division of Environmental Protection - Bureau of Water Quality Planning and serves as supervisor of the Water Quality Monitoring, Assessment and Standards branch. The position has overall responsibility for planning and implementing Nevada's Water Quality Program to meet requirements of the Clean Water Act, State statutes and regulations, and goals and objectives of the bureau's statewide water-quality protection program. This position supervises four environmental scientist staff positions and is responsible for: developing new or revised water quality standards for adoption by the State Environmental Commission; preparing the biennial Integrated Report on the status of the quality of Nevada's rivers, streams, lakes and reservoirs including the 303(d) List of impaired waters; overseeing development, coordination and implementation of a statewide monitoring program; assisting with development of total maximum daily loads (TMDLs); overseeing development, evaluation, and testing of water quality database applications prior to deployment to production environment; assisting with preparing annual federal grant workplans, budgets and applications; coordinating with other bureau and division programs and a wide range of local, state and federal agencies, tribal entities and environmental organizations. Technical writing and public speaking skills are required. Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and four years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and six years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist III in Nevada State service; OR an equivalent combination of education and experience as described above. |
