Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents administer one or more programs or a major component of a large, complex program which affects a more targeted number of customers or clients; revise, recommend, and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements.
This position is in the Administrative Services Division (ASD) of the Department of Administration in Carson City. The Administrative Services Division provides fiscal and administrative support to the Department of Administration's twelve divisions, as well as a variety of other state agencies, offices, boards and commissions. The incumbent serves as the Contracts Supervisor with duties including: supervising three Program Officers; working with client agencies to facilitate contract language reviews, contract approval by the Board of Examiners (as required) and contract execution; publish Requests for Quotes or Requests for Proposals; gathering/defining/clarifying scopes of services and minimum qualifications; performing budget verification and coordinating with Budget Analysts for corresponding Work Programs; and ensuring that agreements and procurements comply with State, and Federal rules, regulations, policies, and procedures. The incumbent will assist budget analysts with budget build including vendor schedule for ASD monitored agreements and leases; developing work programs for revenue agreements or additional authority needs for agreements, leases, or purchase requests; budget closing including monitoring of encumbrances and pending payments; and subsidiary accounting system set-up and account maintenance to include new fiscal year and tracking log lines for new requests. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and one year of professional experience in planning, coordinating and administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements; OR graduation from high school or equivalent education and three years of professional experience as described above; OR one year of experience as a Program Officer I in Nevada State service; OR an equivalent combination of education and experience as described above.
Additional Position Criteria
Experience facilitating contract execution.
Experience with procurement or solicitation procedures.
