Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents recommend and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; and may train, supervise, and evaluate the performance of subordinate staff and/or a staff consisting of several students, volunteers and/or contract staff.
Incumbents make decisions that significantly impact program direction and participants or clients and must determine the process required to achieve results within resource constraints. This position is located at the State Treasurer's Office and will serve as the State's College Navigator.
The College Navigator will be responsible for planning, coordinating, and managing programs and community partnerships that encourage and support Nevadans to plan, save, and affordably pay for post-secondary education. The College Navigator will:
* Develop and maintain a robust set of informational and educational resources, such as FAQs, toolkits, etc., that support students and households in effectively preparing for post-secondary education.
* Organize and facilitate community meetings, panels, workshops, etc. to provide students and households with opportunities to learn about how to best plan, save, and affordably pay for post-secondary education, and the resources available that can assist them in doing so.
* Build and foster strong, strategic partnerships to further all areas of programming; and collaborate with key community stakeholders to share best practices and resources that will maximize student outcomes.
* Assist students and households with learning about and enrolling in savings and scholarship programs administered by the State Treasurer's Office, including College Kick Start, 529s, Nevada Prepaid Tuition, Governor Guinn Millennium and Memorial Scholarships, etc.
* Collect, analyze and maintain community and program data for purposes of program improvement and reporting. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment; OR graduation from high school or equivalent education and two years of para-professional program support experience equivalent to an Administrative Assistant III in Nevada State service which required the application of State and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; or preparing reports which summarize financial and statistical information; OR an equivalent combination of education and experience as described above. |

A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment. |

A State of Nevada/FBI fingerprint based background check is required as a condition of appointment and as a condition of continuing employment. |

Experience in at least two of the following are required: 1) experience working in K-12 or higher education assisting in improving student achievement; 2) experience working in college admissions, financial aid and/or scholarships assisting in advising students on enrollment, completion, scholarships, loans, etc.; 3) experience working with underserved youth and/or communities assisting in administering services; and/or 4) experience working in marketing and/or community engagement assisting in communications, doing direct outreach, public speaking, etc. |

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience.
