The Position
Professional Engineering Specialists are experienced Professional Engineers (P.E.) who have detailed and in-depth knowledge and expertise that enables them to develop solutions to complex atypical design and/or construction challenges; advise management, engineering professionals and technical staff division/departmentwide on contract interpretation, conceptual design alternatives analyses, code interpretation, and specialized research and analysis related to best methods, materials and practices. The preponderance of duties and responsibilities of positions in this class is providing technical expertise for project development, specialized systems and/or functions and advanced research, analysis and problem solving in specialized areas of highway maintenance and construction. Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. This position was newly created in the Nevada Division of Environmental Protection (NDEP), Bureau of Corrective Actions (BCA) and will report directly to the Bureau Chief. The Professional Engineering Specialist, P.E. will be a bureau technical leader for evaluating complex environmental cleanup and groundwater treatment systems. This includes a specific focus on investigation planning, remediation system design and performance evaluations in order to maximize effectiveness and efficiency of groundwater hydraulic capture, recirculation, re-injection, and subsurface dissolved phase contaminant mass removal treatment systems.
This position will be responsible for training and mentoring case officer staff in all aspects of efficient and effective investigation and cleanup of environmental contamination. This position will be expected to assist bureau supervisors and staff with cases that require engineering design review, and provide guidance on engineering methods and calculations associated with these reviews; develop and maintain work groups within the bureau to provide a consistent approach to environmental cleanup and groundwater treatment system design review and optimization; and to create guidance for the regulated community. The successful candidate will be expected to demonstrate strong leadership abilities and teamwork skills, as this position requires close collaboration and effective communication with the regulated community, stakeholders, consultants, and contractors performing site cleanup activities. The successful candidate will also be expected to interface regularly and effectively with NDEP management. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Master's degree from an accredited college or university in a civil engineering field such as geotechnical, structural, transportation or construction engineering, and licensure as a Professional Engineer which included practical experience relevant to the assignment; OR Bachelor's degree from an accredited college or university in civil engineering, completion of 12 units of graduate level coursework relevant to the assignment, licensure as a Professional Engineer, and one year of professional post-licensure civil engineering experience.
Special Notes
    Any person that is a licensed Professional Engineer in another state must become licensed as a Professional Engineer in Nevada within six months of appointment as a condition of employment.
    Positions may require specialize education and experience which will be identified at the time of recruitment.
The Examination
Application Evaluation Exam
The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.
The following additional questions are part of this Recruitment
1) Please explain some key environmental cleanup projects you have worked on and your remediation engineering experience to design and optimize groundwater treatment systems for efficiency and effectiveness. What were the results?
2) This is not a supervisory position; however, it is expected that this Professional Engineering Specialist will mentor junior engineers and staff scientists on all aspects of investigation design and remediation system design and how to determine if the design is acceptable for the stated purpose. Tell us how you've been successful supporting staff members in similar professional settings.
3) Have you applied organizational and verbal communication skills and prepared and delivered both oral and written presentations on engineering analyses? Tell us how you've applied these skills in previous professional settings.
4) Please provide information on a challenging chemical release you managed and the systematic steps you took to manage the cleanup through closure.
5) If you do not have a completed Master's degree and are trying to qualify through the completion of 12 units of graduate level coursework, you MUST attach transcripts to your application. If relevant, have you attached your transcripts?
