The Position
Information Technology (IT) Professionals analyze, develop, implement, maintain, and modify computer operations, systems, networks, databases, applications, and/or information security. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency.
This IT Professional 3 position is located within the IT Department of the Aging and Disability Services Division (ADSD) of the Department of Health and Human Services and will serve as ADSD's Information Services Officer (ISO). This position may be located in Sparks or Las Vegas, depending on the candidates and needs of the agency. ADSD's mission is to provide leadership and advocacy in the planning, development and delivery of a high quality, comprehensive support service system across the lifespan to allow all of Nevada's elders, children and adults with disabilities or special health care needs, to live independent, meaningful and dignified lives to the greatest extent possible. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency. Incumbents perform journey level duties and may serve as a lead worker to lower level IT staff as assigned. Incumbents also work with management and technical staff to develop a comprehensive security program.
The ISO provides oversight of the information systems and data within ADSD's domain and has responsibilities in the following domain areas which must also be HIPAA/FERPA compliant such as: Access control - centralized, decentralized, remote and/or federated; application and system development security including validation, verification, and guidelines; continuity of operations and disaster recovery planning or business recovery; cryptography - transport, storage, authentication, and non-repudiation; information security management including audits, policy awareness, risk management and procedural standards; operational security (OPSEC) threats and hostile code techniques; physical technical security for access systems, and structural and environmental controls; security architecture and models/methods for security operational standards; security law, investigation and ethics including cyber-crime, incident response and security regulation; and telecommunications/network security including enclave, monitoring, virtual private network, firewall and prevention. Incumbent must possess strong time management, customer service, analytical thinking and problem resolution skills. The selected candidate must have the ability to work effectively on multiple projects with overlapping deadlines, work well with frequent interruptions and must have exceptional written and verbal communication and collaboration skills.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university with major course work in computer science, management information systems, or closely related field and three years of progressively responsible professional IT experience relevant to the duties of the position which may include computer operations, systems administration, network administration, database administration, applications analyst and development, and/or information security, one year of which was at the journey level; OR one year of relevant experience as an IT Professional II in Nevada State service; OR an equivalent combination of education and experience as described above.

    Applicants for positions in this series may have a combination of complementary education, experience, knowledge, skills, and abilities that qualify for the class level and specialty being recruited.
    International Information Systems Security Certification Consortium, Inc., (ISC2) - Certified Information System Security Professional (CISSP) is equivalent to three years of experience.
    Information Systems Audit and Control Association (ISACA) - Certified Information Security Manager (CISM) is equivalent to two years of experience.
    Global Information Assurance Certification (GIAC) - Security Expert is equivalent to two years of experience.
    Other nationally recognized information security certifications may be substituted for up to one year of experience.
    Nevada Information Security Professional (NISP) or CISSP certification must be obtained within 12 months of appointment and maintained as a condition of continuing employment.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant. Persons offered employment in this position will be required to pay for these items.
    A valid driver's license is required at the time of appointment and for continued employment.
    A pre-employment State of Nevada FBI background check will be required of the selected applicant.
    This position requires travel up to 25% of the time.
Additional Position Criteria
    The selected candidate will need to obtain NISP certification plus at least one of the following additional certifications within the first 12 months: Certified Information Systems Security Professional (CISSP), CompTIA Security+ (SY0-501), or CompTIA Advanced Security Practitioner (CASP) (CAS-003). Training will be provided.

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.
