Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
The Division of Emergency Management is recruiting for an Administrative Services Officer 3 to serve as the Fiscal and Administration Manager for the Division. The incumbent will develop and implement goals and objectives, review and evaluate outcomes and results, assess unit effectiveness and propose enhancements to improve efficiency and effectiveness, and recommend solutions to operational problems. They will also formulate, develop, and administer the Division's budget accounts; prepare and present oral and written responses to the Director's Office, Governor's Finance Office, Legislative and Executive Branch bodies; prepare and present budget proposals to the Division Chief; oversee the preparation and maintenance of monthly budget status reports, financial reports, contracts, and leases; oversee personnel matters to stay current on hiring, evaluating, and releasing employees; manage all assets and inventory with independent decisions and minimal supervisory approval; and ensure compliance with applicable federal and state laws, regulations, policies, procedures, and internal controls in all areas of budget management and fiscal operations.
Activation as a member of the Emergency Operations Center may be necessary in the event of a major emergency. This may serve to disrupt/alter/revise or totally change all previously established work performance standards, requiring 100% of the time, until the emergency is over. Adequate training and exercising will be maintained to effectively function as a emergency operations staff resource. This included enhancing and maintaining skills necessary to effectively use agency emergency operations software, emergency procedures, and operational support tools. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and five years of professional experience including two years of responsibility for two or more major business operations such as grants administration, contract and lease administration, purchasing and warehouse operations, human resources, Information Technology, or facilities maintenance and construction; and three years of experience formulating, developing and analyzing agency budgets; and fiscal management, one year of which was equivalent to an Administrative Services Officer II in Nevada State service; OR an equivalent combination of education and experience as described above. |
