The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
The Silver State Health Insurance Exchange is recruiting for two Management Analyst 1 vacancies in Carson City, one in the Policy and Compliance Section, the other in the Appeals section. The incumbents will work under the direction of the Policy and Compliance Manager. The Management Analyst in the Policy and Compliance section will be responsible for serving as an organizational expert on healthcare policy; assisting in counseling management and staff on policy impact; supporting Exchange public policy efforts by tracking federal and state legislation and relating impacts to the program; and recommending strategies to effectively address the issues. The Management Analyst in the Appeals section is responsible for providing overall support for the appeals function within the policy and compliance team; supporting the Exchange's consumer support system, which may include complex case management, escalations, appeals and grievances; creating, routing, and responding to consumer and/or agent/broker/navigator grievances and appeals; training staff on appeal process resolution; and updating policies and procedures regarding the appeal process. In addition, this position will plan, organize, and coordinate the development and implementation of revised operating procedures and methods for the work unit by analyzing work flow and other factors to improve effectiveness and efficiency of operations within the policy and compliance team. This position will, under limited supervision, perform difficult assignments related to the Exchange's policies. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and one year of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years of experience as an Accountant Technician I or Tax Examiner II in Nevada State service; OR one year of experience as an Accountant Technician II or Fiscal/Business Professional Trainee in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Notes
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
    Without the required Bachelor's degree this position would require 5 years of experience of which 2 years were at the paraprofessional level and 3 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.
    The ability to travel at least 25% of the time is required.

    Pursuant to NRS 284.4066, some positions in this series have been identified as affecting public safety. Persons offered employment in these positions must submit to preemployment screening for controlled substances.
Additional Position Criteria
    Experience researching and interpreting health insurance policies, rules, or regulations is required.
