The Position
Business Process Analysts apply an in-depth knowledge of the agency's program areas to define and implement a solution to a given problem that requires an individually tailored response for end-user requirements.
Under limited supervision, incumbents perform the full range of journey level duties described in the series concept. Incumbents may serve as a leadworker as assigned.
The Silver State Health Insurance Exchange is seeking a Business Process Analyst II, in Carson City. Under general direction of the Information Systems Manager incumbent is responsible for overseeing and supervising the coordination, transfer, and analysis of information systems and insurance plan data between the Exchange and insurance carrier databases. Duties include planning for a variety of complex automated reconciliation programs and correlated policies affecting the reconciliation team's activities; identifying common discrepancies in technical data formats; working directly with insurance carriers and CMS to identify and research business process improvements that can be implemented; and ensuring information system discrepancies are resolved by applying recognized data processing concepts to reconciliation process plans and analysis; developing information system requirements, preparing implementation plans, and preparing status reports to ensure identified discrepancies will have long term and foundational resolutions within the system design; implementing projects; providing technical assistance and training to external partners, carriers, and government agencies to ensure the developed system enhancements and processes are implemented in a timely manner with minimal system disruption; serving as project leader with responsibility for defining and managing the project scope and objectives; monitoring quality assurance for a variety of data reconciliation programs; and consulting with vendor and insurance carrier programmers regarding technical requirements, logic, and deficiencies of reconciliation programs. This position will also make recommendations for policies and procedures to senior leadership and the board of directors. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED***

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and two years of professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included one year of experience applying recognized data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting.
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
Additional Position Criteria
    Experience with SQL is required for this position.
