Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. The Environmental Scientist within the Office of the Military, and in coordination with the Federal Environmental Program Manager, supervises and directs the execution of the Nevada Army National Guard (NVARNG) environmental program. The incumbent will advise the NGNV Director of Installations and Environment (I&E) on environmental policies, conditions with the state and organization, and the potential effects of non-compliance. The incumbent assesses regulatory initiatives regarding environmental issues and determines necessary action(s); prepares performance results for Director, I&E, Directorate Staff and commands at quarterly environmental quality control committee meetings and at the Command and Staff Meeting, as required; and is responsible for management of various program areas to include: Status Tool Environmental Program (STEP) Budget build and maintenance, National Environmental Protection Act, Cultural Resources, Natural Resources Installation Restoration Projects and Personnel.
The incumbent is responsible to manage the administration of all contracts prepared by environmental staff (i.e. Hazardous waste disposal contract, ECOP preparation contracts, analytical lab contract, GIS support contract); manages and maintains all required environmental permits; supervises and conducts yearly Environmental Program Assessment inspections as well as assist with other US Army/Federal environmental inspections on an as needed basis; and acts as a liaison between Nevada Army National Guard personnel and the regulatory community, state agencies and federal government personnel.
This position requires statewide travel for work, training and supervisory related functions as well as additional travel to other Guard States for training activities. Ideal candidates must have the ability to accept responsibility, withstand pressure and remain calm in crises situations, be resourceful and adapt to new assignments. Also, must develop a vision for the work unit, align performance expectations with organizational goals and take proper and timely corrective action on personnel violating applicable laws, regulations and policies governing prohibited practices. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and four years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and six years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist III in Nevada State service; OR an equivalent combination of education and experience as described above. |
