Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position is located within the Aging and Disability Services Division (ADSD) of the Department of Health and Human Services - Fiscal Unit in Carson City, NV. ADSD provides an atmosphere of innovative thinking, teamwork, friendly co-workers, and provides a positive working environment. The mission of ADSD is to provide leadership and advocacy in the planning, development and delivery of a high quality, comprehensive support service system across the lifespan to allow all of Nevada's elders, children and adults with disabilities or special health care needs, to live independent, meaningful and dignified lives.
The incumbent is responsible for supervision and coordination of the Division's budgets including presentation and representation of those budgets to the legislature. The incumbent must work closely with other state and local government agencies as well as the State Budget Office, Office of the Director and Legislative Counsel Bureau on development of the Division's biennial budget. This position is responsible for implementing, maintaining, monitoring and reporting results of financial operations to the Division Administrator and Deputy Administrators, as well as contract administration, grants management, facilities management, budget forecasting, and supervises or shares supervision of Administrative Service Officers. The ideal candidate will also possess a working knowledge of Medicaid billing and other payer sources.

In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business
administration, accounting, finance or a related field and seven years of professional experience in formulating, developing and analyzing agency budgets; fiscal management; and management of multiple business operations, two years of which were equivalent to an Administrative Services Officer III in Nevada State service; OR an equivalent combination of education and experience as described above. |
