The Position
Under administrative direction, the Manager, Criminal Justice Records plans, organizes, coordinates and directs a variety of records management functions provided through the Nevada Criminal Justice Information System (NCJIS) and serves as the department's representative in coordinating access to criminal justice and other public safety records information by federal, State, and local law enforcement agencies as well as employers, licensing/regulatory boards, governmental agencies, non-profit businesses, volunteer organizations, and other civil entities.
The Records, Communications, and Compliance Division (RCCD) is recruiting for a program administrator responsible for the oversight and direction of the day to day business activities of the NCJIS Modernization Program and the Program Management Office. The major function of this position is to be the Program Administrator of the NCJIS for the life of the NCJIS Solution. This position will assist in the identification and development of NCJIS Modernization Program management roles, team configurations, and recruitment appropriate to deliver the NCJIS Modernization Program management goals and objectives; provides day-to-day business-related guidance to the NCJIS program team; assist in the identification, creation, and implementation of project management processes, methods, tools, guidelines, standards, policies, and procedures; provide guidance to identified Subject Matter Experts (SME) in the areas of criminal justice information, program management, procurement, and budget; review established requirements and priorities of the SME's to establish a cohesive statewide solution; coordinate communications of state functional requirements between state staff and vendor teams and assist the stakeholders in the understanding and evaluation of proposed solutions; make presentations before legislative committees, executive committees, and other various diverse groups to explain needs, discuss priorities, communicate outcomes, resolve issues, promote use of the system, and exchange information; draft and provide analytical, narrative, and statistical status reports regarding the NCJIS Modernization Program to various stakeholders as required; ensure NCJIS processes and technologies are well documented and understood by appropriate stakeholders; coordinate efforts with information technology personnel to maintain, upgrade, and enhance programs and systems; develop and coordinate the design, testing, and implementation of required system functionality; maintain current knowledge of technological advances relative to criminal justice information systems; propose new or recommend amendments to state mandates to ensure compliance; research and solicit external funding for program activities as appropriate; write grant proposals and ensure compliance with established requirements; work with the DPS Fiscal office to develop and maintain the NCJIS Modernization Program budget and NCJIS Solution budget once the program ends and the solution is implemented.
Upon completion of the NCJIS Modernization Program, this position will continue to oversee the daily operations of the newly deployed criminal justice information systems to ensure proper functionality, maintenance, and any necessary upgrades or enhancements. This position is subject to call-out or call back and may be required to work evenings, weekends, and/or holidays and travel statewide. Upon approval by the Personnel Commission, the selected candidate will be required to undergo drug testing for controlled substances. CAVEAT: THIS POSITION WILL BE TRANSITIONED TO AN UNCLASSIFIED AT WILL STATUS IN THE 22/23 BUDGET.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university with major coursework in criminal justice, business or public administration, computer science, economics or related field and five years of increasingly responsible professional experience which included two years of managerial experience involving the development of policy and procedures, interpretation and implementation of federal and State laws and regulations, budget preparation and management, program development and implementation, and the use of a major automated information system; OR graduation from high school or equivalent education and seven years of increasingly responsible professional experience which included two years of managerial experience involving the development of policy and procedures, interpretation of federal and State laws and regulations, budget preparation and management, program development and implementation, and the use of a major automated information system; OR an equivalent combination of education and experience as described above.
Additional Position Criteria
    Upon approval by the Personnel Commission, the selected candidate will be required to undergo drug testing for controlled substances.
    This position will be transitioned to an unclassified, at will status in the 22/23 budget.
