The Position
Personnel Officer's plan, organize and administer personnel services such as employee relations, selection, training and payroll in an assigned agency.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
The Department of Corrections is seeking a Personnel Officer 2 in Carson City to support the Personnel Officer 3 in the administration of a comprehensive personnel and payroll program. The incumbent will provide interpretation and monitor Department compliance with the NRS, NAC, P.O.S.T. and federal employment laws (ADA, FMLA, etc.); supervise the administration of the Department's drug testing program; develop recruitment plans sufficient to staff correctional institutions and facilities; participate in the development, updating and revision of administrative regulations; manage the update of human resources operational procedures (OPs); supervise the daily operations of assigned northern Nevada human resources staff; attend Personnel Hearings and Personnel Commission meetings in the absence of Chief of Human Resources. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in personnel management, business, public administration or related area and four years of progressively responsible professional personnel management experience, including one year of personnel program management experience; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required.
The Examination
If there are five or fewer qualified applicants, the exam will consist of an application evaluation. (This statement does not apply for Until Recruitment Needs are Satisfied (URS) announcements).
PERSONNEL OFFICER 2
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Those applicants deemed amongst the most qualified will be contacted by the hiring agency for interview.
1) Do you have a Bachelor's degree or higher in human resources/personnel management, business, public administration or related field?
2) Do you have professional certification from national human resources professional associations such as SPHR, PHR, IPMA and/or SHRM? List your national human resources professional associations certifications.
3) Describe your supervisory experience including titles of staff supervised.
4) Describe your classification experience to include the following: a) conducting job analyses; b) making classification recommendations; and c) presentation and defense of classification recommendations and presenting to Personnel Commission
5) Describe your experience with the following: a) interpreting and applying laws and regulations related to HR, specifically NRS 281, NRS 284 and/or NAC 284; and b) explaining and/or justifying the application or interpretation of statutes, regulations or policies before various bodies such as the Employee Management Committee, Hearing Officers, EEOC/NERC, etc.
6) Describe your experience with the development, revision and communication of HR policies and procedures.
