Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. This position is located within the Administrative Services Division in Carson City. Incumbent serves as the Assistant Division Chief, assisting in managing, directing, planning, coordinating and evaluating the following sections: Contract Services, Agreement Services, Over Dimensional Vehicle Permits, Records Management (includes Reprographics and Mail Services), and Building and Grounds. Duties include handling personnel matters (recruitment, development, evaluation, discipline); researching discrepancies and making recommendations on bid or proposal issues; making final determinations for exceptions on vehicle permit applications; providing enterprise-wide information technology solutions; ensuring facilities are well-maintained and in working order; analyzing business processes and making recommendations for improvement; implementing information technology solutions and upgrades as necessary; assisting in budget and long-range asset management planning; collaborating with other Divisions throughout the Department to provide coordination on administrative business needs; preparing Bill Draft Requests to include researching, monitoring, preparing fiscal notes, and drafting testimony for bills submitted to the Nevada Legislature; and assuming Division Head duties in his/her absence.

The incumbent of this position should enjoy managing people, and must be dedicated, flexible, responsive, and take initiative to find creative solutions. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and four years of professional experience including two years of responsibility for major business operations/functions such as grants administration, contract and lease administration, purchasing and warehouse operations, human resources, Information Technology or facilities maintenance and construction; and two years of experience formulating, developing and analyzing program or agency budgets; and fiscal management; one year of which was equivalent to an Administrative Services Officer I in Nevada State service; OR an equivalent combination of education and experience as described above. |

Requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment. |

Experience with at least two or more of the following is required: low bid procurement; qualifications-based procurement; vehicle permitting; software design and implementation; records management; reprographics; and/or facilities management. |
