Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. This position will serve as the Technical Scientific Expert for the Nevada Division of Environmental Protection, Bureau of Water Quality Planning. Incumbent must possess a broad scientific background in multiple disciplines to exercise an expert level of judgement in planning long-range programmatic efforts to address complex water-quality problems, identify when programmatic adjustments must be made to meet new or amended federal rule-making decisions and develop policy, guidance and procedures to address water pollution related issues and problems.
The Technical Scientific Expert for the Bureau of Water Quality Planning would be relied upon to: prioritize water quality problems in Nevada surface waters through statistical analysis of water quality data and information to assess trends in water chemistry data, identification of the source of pollutants causing water quality impairments and make comprehensive recommendations to address waterbody impairments through implementation of conventional pollution control measures and/or waterbody restoration activities; develop Total Maximum Daily Loads (TMDLs) using complex modelling and available water chemistry and stream flow data, potential sources of pollution and information on diffuse sources of pollution to determine the amount of pollutants that can enter a waterbody when water quality standards not attained; prepare documents for any legislation or regulations to address programmatic and/or policy adjustments to meet new or amended federal rule making decisions related to the Clean Water Act and to ensure that the state water quality management and protection priorities maintained; provide technical assistance and scientific support to local government agencies to ensure water planning efforts are comprehensive to address potential water pollution problems and consistent with the Division's water quality protection goals and objectives; and coordinate and negotiate with other State agencies, local government, tribal entities, regulated community and other external stakeholders to discuss changes to Statewide water quality protection program and to negotiate solutions on major and controversial issues related to proposed changes to the water quality regulations and/or implementation of new water quality control measures. ***THIS RECRUITMENT MAY CLOSE AT ANY TIME. Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and four years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and six years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist III in Nevada State service; OR an equivalent combination of education and experience as described above. |
