The Position
Under general direction, the Division Administrator, Offender Management has statewide responsibility for planning, organizing, implementing and controlling the department's inmate classification system, statistical information and planning system, the criminal justice records system and central transportation services. The incumbent also approves awards and forfeiture of statutory credit and develops contracts for housing inmates outside department facilities and outside the State.
The incumbent is responsible for directing the planning, organization, review and evaluation of the department's statewide inmate classification system by conducting research and developing uniform criteria for statewide application in the classification of inmates from inception to discharge; conduct classification audits and provide training to staff members; review difficult classification decisions that have reached the institutional Warden level; direct the use of the inmate information system for storage, review and decision making. Develop contracts for placing offenders in public and private housing facilities outside of the department, and in some cases, the State; review location of private housing resources throughout the United States, and complete contracts to ensure appropriate security and treatment of offenders placed in other jurisdictions.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college of university in corrections, criminal justice, law enforcement, or closely related field and six years of experience in the area of classification/case work services or statistics and planning, two years of which must have been working in a supervisory and administrative capacity; OR Master's degree from an accredited college or university in criminal justice, law enforcement, or closely related field and five years of experience in the area of classification/casework services or statistics and planning, two years of which must have been working in a supervisory and administrative capacity; OR one year experience as an Associate Warden in Nevada State service; OR one year as a Correctional Classification and Planning Specialist in Nevada State service.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required.
The Examination
DIVISON ADMINISTRATOR, OFFENDER MANAGEMENT, CLASSIFICATION & PLANNING
If there are five or fewer qualified applicants, the exam will consist of an application evaluation. If there are more than five qualified applicants the exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Describe your experience in each of the following inmate classification areas: A) Researching, developing and implementing uniform inmate classification criteria. B) Establishing procedures, processes and methodology for evaluating performance of classification system. C) Reviewing classification actions & decisions; conducting inmate classification audits.
2) Detail your experience in the following areas of statistical information and planning systems: A) Developing, implementing and monitoring a statistical inmate information system for storage, review and data manipulation of high level classification issues such as: interstate compact transfers, disruptive prison gang members and inmates requiring protective custody. B) Directing and supervising the collection, maintenance and reporting of State prison population statistics such as: documenting trends related to census, demographics, length of time served, characteristics of sentencing practices and parole practices. C) Reviewing and approving inmate population projections; conducting research and correlating the data with prison capacity, program development, security needs and other incarceration variables.
3) Explain your experience in the following areas of criminal justice record systems: A) Reviewing and monitoring institutional compliance with departmental policy and procedures concerning records keeping. B) Interpreting state and federal laws, judicially mandated requirements, Attorney General's opinions, and administrative regulations pertaining to inmate judgements/sentences; sentence credit law and court case law. C) Approving inmate releases by reviewing documents prepared by subordinate staff to ensure uniformity and compliance with applicable Nevada Revised Statute.
4) Describe your experience in the following areas of central transportation services: A) Formulating local procedures, initiating transfer actions, and reviewing and authorizing transfer requests from other jurisdictions. B) Establishing and maintaining interstate transportation contracts with private sector specialist to transport inmates. C) Developing plans, policies and procedures regarding the transportation of inmates to and from department facilities, courts, medical providers, criminal justice agencies and other locations.
5) Detail your experience specific to the following areas of awards and forfeiture of good time credit: A) Reviewing and approving nominations of meritorious awards and meritorious achievement credits, based upon exceptional performance or actions of inmates. B) Approving a discretionary award of statutory good time credit as authorized under applicable state laws. C) Evaluating and approving forfeiture of good credit based on records and reports of inmate misconduct, as well as documentation regarding disciplinary measures taken.
6) Describe your experience in the following areas of public information officer related responsibilities: A) Liaison to the community on all issues affecting the organization to include media inquiries, legislative actions, and citizen inquiries surrounding aspects of offender incarceration. B) Notifying media representatives of major incidents occurring within prison facilities. C) Managing media relations and preparing press releases and responses from the organization during major and ongoing incidents to include hostage situations and inmate executions.
7) Explain your experience in the following areas of contracts for housing inmates: A) Reviewing and approving all institutional recommendations for inmates' assignment to work programs and/or housing outside the security parameters of the institutions; and approving transfer requests. B) Directing residential confinement of offenders convicted of drug and alcohol-related violations; and ensuring coordinated supervision of residential confinement participants. C) Developing contracts for placing offenders in public and private housing facilities outside of the department; reviewing location of private housing resources; and ensuring appropriate security and treatment of offenders placed in other jurisdictions.
