Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. This position is responsible for fiscal and budget management of the Division of Child and Family Services (DCFS), Child Welfare, Information Services and Administration budgets and outside bank accounts. The position is responsible for overseeing the preparation, monitoring and maintenance of biennial budgets by estimating future expenditures and making projections.
This position analyzes the status of all program revenue sources and provides technical assistance in the management of such funds; oversees the Eligibility and Payments section, which includes eligibility determinations, UNITY fiscal assignments, eligibility program standards in relation to federal regulations, and Medicaid funding issues; develops, trains and supervises lead fiscal staff and has oversight over Child Welfare program fiscal practices and procedures for the preservation of budgetary and internal control systems; responsible for developing fiscal reports and ensuring compliance with all state and federal rules and guidelines; and reviews and monitors program area contracts and sub-grants. This position directly supervises two Management Analyst IVs and a Family Services Supervisor I with an additional fourteen indirect reports. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and five years of professional experience including two years of responsibility for two or more major business operations such as grants administration, contract and lease administration, purchasing and warehouse operations, human resources, Information Technology, or facilities maintenance and construction; and three years of experience formulating, developing and analyzing agency budgets; and fiscal management, one year of which was equivalent to an Administrative Services Officer II in Nevada State service; OR an equivalent combination of education and experience as described above. |
