The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
The position is located in Carson City, Nevada. This position is fee funded and provides management for the Office of Vital Records (OVR), Division of Public and Behavioral Health (DPBH). Specifically, this position provides program management, including organizing, planning, implementing and evaluating projects; analyzing projects and program for effectiveness; proposing policy, protocols, procedures and work flow; establishing and maintaining effective working relationships with key partners; and providing technical assistance. The position oversees the management of contracts through Netsmart, ensuring adherence to program objectives and deliverables; and ensures compliance with regulations and policies. The position is responsible for overall financial deviations; provides justification for all budgetary adjustments; manages federal data contracts for Center for Disease Control National Center for Health Statistics and Social Security Administration; supervises and coordinates the program financial management activities and reports; controls expenditures through analyzation of reports, financial tracking systems and performance indicators. The incumbent will review current and historical data and make projections regarding the growth of Vital Records; interpret State and Federal laws, regulations, requirements and restrictions related to services provided by the programs; ensure compliance with applicable agency policies, regulations and statutes; and establish and implement controls and procedures.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as a Program Officer II in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    Some positions require a State of Nevada/FBI fingerprint based background check as a condition of appointment and as a condition of continuing employment.
Additional Position Criteria
    Contract management experience is required.
