The Position
Under the direction of the State Engineer and Deputy Administrators of the Nevada Division of Water Resources, the incumbent will coordinate all work of the Hearing Section of the Division of Water Resources, which includes scheduling and conducting hearings at the State Engineer or Deputies request to be set on matters related to additional information required before acting on water right applications, protested applications, forfeitures, cancellations, basin designations or regulation, objections to preliminary orders during adjudication of pre-statuary vested water rights, well driller disciplinary matters, regulations, enforcement actions and all other hearings authorized by statute. The incumbent prepares the draft ruling, which includes findings of fact and conclusions of law based on the State Engineer's decision and must be able to work in a team environment with other engineers and scientists who collaborate in the decision making process; will assist water resource staff specialists in the analysis of water right applications and related matters and in draft rulings; reviews all rulings drafted by water resource specialists for technical accuracy and to assure that all rulings meet a standard format for State Engineer rulings, and that will withstand judicial review; and prepares or directs preparation of all records on review for the Attorney General's deputies and reviews all pleadings to be filed on behalf of the State Engineer in appeals to State Engineer decisions and rulings to assure the analysis presented adequately represents the position taken by the State Engineer. The incumbent will also track the status of litigation and will maintain duplicate litigation files for the State Engineer; act as the agency designated Records Office; and is responsible for reviewing and responding to requests for records or documents made to the Division of Water Resources by subpoena or pursuant to the Nevada Public Records Act. Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited law school and two years of legal work experience in water and/or environmental law or related engineering field; OR registration as a Professional Engineer (RPE) and two years of progressively responsible professional experience in water and/or environmental engineering; OR two years of experience working for the Nevada Division of Water Resources as a Registered Professional Engineer.
Special Notes
    Any person registered as a Professional Engineer in another state must become registered as a Professional Engineer in Nevada within six months following the date of appointment and as a continuing condition of employment.
Additional Position Criteria
    Experience with administrative hearings or judicial process related to water, natural resources and/or environmental law is required.
