The Position
Under direction, appraise motor vehicles in wrecking and tow-yards for abandoned vehicle liens; determine value and legal methods of disposal; inspect vehicles' identification numbers to determine legal ownership; provide information regarding lien procedures and documentation for title processing and vehicle registration. This position is located in Reno, Nevada Department of Motor Vehicles. The Motor Vehicle Appraiser performs visual vehicle identification number (VIN) inspections on all foreign, lien sale and other vehicles as required by law, regulations and/or policy for proper and authentic VIN numbers. The incumbent locates and visually inspects the confidential VIN on vehicles when the public VIN has been removed, altered, switched or destroyed and on all rebuilt salvaged vehicles; inspects all specialty constructed, reconstructed salvaged and rebuilt vehicles for proper safety equipment; determines the current market value of vehicles subject to sales tax; assigns VINs to be required vehicles and processes requested abandoned vehicles for stolen and registered status; and performs appraisal for low, high or junk value and issues a Vehicle Appraisal Report of Junk Certificate when appropriate.
The incumbent appraises and researches abandoned motor vehicles to determine monetary value, verify state of registration, and prepare reports; assists customer with lien sales and restoration of vehicle identification; and provides training and direction to motor vehicles inspectors. DMV shall not knowingly employ a person if they have been convicted of any of the felonies listed under the Real ID regulation, which includes Espionage, Sedition, Treason, Terrorism, Transportation Security Incident, Improper Transportation of a Hazardous Material, Unlawful Possession of Explosives, Murder, Making any Threat Concerning a Lethal Device, Racketeering. Additional Real ID criteria provides that the DMV shall not employ a person if they have been convicted of a felony within 7 years of their application or if an applicant was released from incarceration for one of these crimes within five years of their application including Unlawful Firearm Violations, Extortion, Fraud, Bribery, Smuggling, Immigration Violations, Distribution of Controlled Substances, Arson, Kidnapping, Rape or Sexual Abuse, Assault With Intent to Kill, Robbery, or Fraudulent Seaport Entry. NRS 293.504 identifies the Department of Motor Vehicles as a voter registration agency. NRS 293.5045 states, a voter registration agency shall not knowingly employ a person whose duties will include the registration of voters if the person has been convicted of a felony involving theft or fraud. Federal Regulation 49CFR 384.228 identifies the Department of Motor Vehicles, Field Services Division, as a CDL testing program and shall not employ a person with any felony conviction within the last 10 years or convictions of any fraudulent activities. DMV also requires an online a pre-employment criminal history check. DMV must comply with the requirements of NRS 205.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from high school or equivalent education (GED) and two years of progressively responsible experience involving the appraisal and inspection of vehicles; OR one year of experience as a Motor Vehicle Inspector II in Nevada State service six months of which involved the appraisal of motor vehicles.
Special Requirements
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
